Self Sustanence: Red Hulk can survive in the vacuum of space unaided and does not need air, food, water, or sleep.
Suspended Aging: Red Hulk does not age because of his healing factor that regenerates his cells and that he is powered by gamma and cosmic energy, but Ross still ages.

Gamma Radiation Emission: Red Hulk constantly gives off gamma radiation. The rate of emission is increased the angrier he gets. This radiation sometimes burns what even Ross touches, and at high levels, makes Ross appear to be on fire. If Ross emits too much radiation, he overheats and starts to suffer from heat exhaustion.
Transformation: Red Hulk is able to transform himself between his human form and his Hulk form, and will not transform between forms without consciously willing it.
Energy Absorption: Red Hulk is capable of absorbing energy
Weaknesses:
As a human, Thunderbolt physically is an old man and he's very prideful, very power hungry and won't stop for what he wants. This lead him to becoming the Red Hulk, where he has to control his rage, otherwise he'll overheat himself too much.
Personality:
Thunderbolt is a prideful man wants to make a team of super soldiers to defend the country at all cost. Although these super soldiers end up being more trouble than they cause, and he refuses to back down how wrong it was, and focuses to perfect it. He sees Banner as trouble, especially for destroying many of his military vehicles and almost killing his daughter, Betty. She truly cares and wants the best for her, and he massively disapprove of her love with Bruce Banner.

Ross was the General of the army, having Banner to duplicate the infamous superserum, the same one that made Captain America. Bruce Banner believed Gamma Radiation would have made it work... it turned him into a huge green monster that went on a rampage of destruction.
Ross became obsess with taking him, enough with getting a Russian-born British soldier name Emil Blonsky to an amount of the serum to fight the Hulk. Eventually Emil further the sample, and became the Abomination, destroying Harlem. Without a choice, he had Banner turn into the Hulk to fight the new threat. As the Hulk escaped, he had taking the Abomination into capture.
However, it seem the World Leaders wanted the Abomination into the Avengers... S.H.I.E.L.D. was against it, so they sent Tony to 'negotiate' with Thunderbolt. The two were in a bar and... things didn't end well. Tony bought the bar and closed it the next day, and Emil stayed in prison.
Though Ross wasn't done with the Hulk... Bruce couldn't control it, and Emil went rogue. With a sample of the Hulk's blood they had collected, Ross has decided to make a super-warrior he can trust... himself.
