Montana doesn't have the strength of Ox or the agility of Fancy Dan, but he has his own skills with the Lasso. He's also a skilled gunmen, and can drive military vehicles.
Donning the Shocker persona, he has a suit that protects him from physical blows and gauntlets that send out shockwaves of air.
Weaknesses:
Shocker has no superpowers and he's aware of it. Unless he's being paid or he's with a good chance, he won't go after Spider-Man just for revenge, he's more concern for his living.
Since he knows he has no powers and depends on technology, he's frustrated living in a world of superpowers, as there are other superheroes than just Spider-Man, including some who have no powers but are willing to kill.

Montana speaks with a Texan accent, having a cowboy motif. He keeps this even as Shocker. He's a hired man and does what he can to get the job done. He gets along with working with other villains, part of it might be because he need them to have good odds against superpowered heroes, it might also help that he has worked with Fancy Dan and Ox in their own team.

Montana is the leader of a trio called the Enforcers, the three of them have worked for various mob bosses, the recent one is a man known was Big Man, hinted to be Tombstone. They were hired to take down Spider-Man who was engaging in battle against the Vulture.
Montana managed to escape as his teammates and the Vulture was captured, he made a return with stolen technology from TriCorp. Donning the suit, he became Shocker and fought Spider-Man with the weapons, however it wasn't enough and he was captured.
In jail, he and the other super villains Spider-Man joined up as the Sinister Six. They managed to chase Spider-Man off, however the Symbiote was something they didn't anticipate and they were imprisoned again. Shocker joined with his old teammates again, now having suits of them own as they robbed banks for Tombstone, however they were captured again. While in jail, Montana didn't have his suit but he was still a problem for Spider-Man as he tried to stop a jail break. With the help of Black Cat's father, all the prisoners were contained...
However, jail can't hold him forever.
