OsCorp only took the best, after all, and Otto was the top of his class, Norman's head scientist even. He was chiefly responsible for the vast majority of OsCorp's frankly miraculous advances in science, and hand-crafted the mechanical tentacles that ended up becoming bined to his being, as well as the neurotransmitter that allowed him to control them. Even after this, he found a way to replicate the technology, allowing him to control other machinery forms bearing a similar frequency.
Technology Manipulation
As has been said, Ock's tentacles were made with a special neurotransmitter chip, which was the primary implementation by which he could control them. However, because of this, Doc ock can control virtually any machinery with a similar device, enabling him terrifying feats such as hacking computers on a whim, or detonating a bomb from afar with a thought.
Mechanical Arms
Although they technically fit the above catagory, Doc Ock's tentacles are, as has been stated before, practically a part of him. Thanks to the incident that led to his fall into madness, the base of them is stuck to his body, even. He designed his tentacles with virtually every necessity in any OsCorp procedure in mind, so there's a great many things they can do. For one, due to the layered allow, they can stretch much farther than they appear. Secondly, the four limbs are extremely strong, even by superhero standards; Otto can throw vehicles, crush bones and move ridiculously heavy objects with ease thanks to them. Finally, they hold a variety of small, but dangerous functions that Otto can exploit, such as a spike hidden in the bulb, extending talons and, his favorite, a secondary "buzzsaw" form.
Weaknesses:
The ego. Dear god above, Doc Ock's ego is as massive as it is fragile. As evidenced by his first battle with Spider-Man, the accident which fractured Otto's psyche left him constantly on a thin brink between a charming criminal and a snarling, bloodthirsty lunatic. And in Spider-Man's presence, he always ends up leaning towards the latter. Reason being, as Otto views himself above most anyone, having to deal with Spidey's constant quips usually cause him to utterly snap, wanting nothing more than to crush his nemesis. As a side effect of this, next to ruling the world, Ock's obsession number-one is to put an end to Spider-Man, and just seeing him sends the man into a rage these days.
Whiiiiiiiiiiich leads right into his next weakness. Sure, his mechanical arms can tear most men limb from limb, but...let us remember there is a squishy, bespectacled fat man behind them--and he does not take physical abuse well. Heck, one good punch from the Webslinger is enough to bring him near unconsciousness.

Doctor Octopus is an absolutely bizarre blend of unique traits rolled into one maniac. For one, he's very literate and intellectually-spoken, he speaks in a way that if you didn't know him, you'd think the doctor the most wonderful gentleman. However, beneath that charming demeanor lies a conniving, self-centered objectivist who has absolutely zero qualms wiping out innocent bystanders to get what he wants. What makes him most dangerous, perhaps, is his complete and utter disregard for traditional ethics, human rights among them--if he has an experiment to try, and he wants a test subject even at the risk of their health, he'll just pluck an innocent off the street. Otto takes no chances with his enemies, if he sees you're a threat he doesn't give you a momentary reprieve, he'll close in for the kill. (Just ask Silver Mane, Otto tried to hack his arms off in cold blood when he was helpless.)
However, Otto only really shows this side to people who he sees as beneath or against him. If you're on Doc Ock's side, he is actually very, very good to you, as evidenced with his relationships with the Sinister Six members. Perhaps a side effect of years under Osborn's oppressive employment, Otto will always be sure to be understanding and accommodating of his partners' desires. It makes the scientist a hard case to classify...he's definitely a "bad person" when it comes to the vast majority of the world due to treating them like subjects or playthings, but to the very, very select few in his good books, the man's practically a saint. (Maybe he'd be good in politics, he DOES want to conquer the world!)

When it came to OsCorp advances, the number-one go-to guy was good old Otto Octavius. Answering directly to Norman Osborn, he had a hand in the mass-production of supervillains at the behest of a certain client--including Sandman and Rhino. Although he knew his position, the further and further the experiments become unreasonable, the more paranoid and aggravated Otto became.
But, back to his humble life. Around the time he began implementing his prized tentacles, Otto was beginning to feel serious stress under the cruel and uncaring treatment of his employer. Norman was beginning to lose his grip, and Otto had little doubt that his employer might attempt to dispose of him. Well, that day came, when, during an inspection of an experimental radiation chamber, the Green Goblin (Hint: guess who) sealed the chamber and activated it. The poor man trapped within was subjected to a horrendous, unimaginable pain, as the waves of radiation fused his mechanical limbs directly to his spinal cord. Doctor Octavius was completely and utterly broken, declaring himself to be a now greater existence which he dubbed "Doctor Octopus". Immediately turning on Spider-Man, who he viewed to be a threat to his "glorious regime", he sought to steal a power source to fuel his arms to no end. However, Spider-Man managed to overcome the madman and remove his current power source for his tentacles, and the doctor was sent to prison.
It was here that the Doctor made his next move. Thanks to his previous position and his battle with Spider-Man, Otto knew almost in full the Rogues Gallery he had faced in the past--four of some especially dangerous ones being locked up with him. At the same time, he had been writing to a troubled Ravencroft inmate named Maxwell Dillon, who insisted on being called Electro due to his powers. The two formed a tight student-teacher bond and, upon his release, Electro sought to liberate his "mentor", along with several other inmates--Vulture, Shocker, Rhino and Sandman. Together, they formed the nefarious Sinister Six, and nearly bested the Webhead...and would have ended him, were it not for a very, very possessive symbiote that did not like people touching its things.
That wasn't the end, though. Doc Ock was quickly at it again, allying himself to criminals all over New York, under the alias of The Master Planner. By implanting a special frequency into his neurotransmitter chip, thanks to new allies The Tinkerer, Mysterio and Kraven, Doc Ock had access to every single computer in the city. His first trick? Set off a bomb from miles away to kill Norman Osborn. After the successful test, he went on to attempt to take control of every computer in the world. However, Spider-Man arrived at his lair, besting the villain once again, and Octopus was forced to flee. For the third time, Spider-Man had foiled him, and the doctor was beginning to really, really lose his patience with the hero.
As a final resort, Doctor Octopus agreed to attend a crime lord summit he was summoned to, along with Silvermane and Tombstone. Hoping that an alliance could give him a headstart in controlling the city, he insisted the alliance be run as a science, not a business or family. However, as negotiations broke down, it became clear that none of them had called for the summit. With provocation from Hammerhead, Doc Ock lashed out in a swear of treachery from the other parties, aiming to punish them for their deception. All it would take to drive him off the wall would be one good push, and guess who shows up but good old Spidey? The pressure finally getting the best of him, Doctor octopus became wild, bloodthirsty, obsessed with eliminating Spider-Man. However, with interference from Tombstone, as he wanted to keep his "benefactor" image, the doctor was knocked unconscious and webbed up by the hero. Following Tombstone's defeat, the good doctor was taken away by Police, whereupon he was sent back to Ravencroft, where he remained...
...until a certain symbiote returned to its other half and caused a riot...
