Abilities:
Like his brothers, he was trained by Splinter to be a ninja. He's fast, strong, and adaptable to most combat situations. He can throw shurikens with very little difficulty. He specializes in twin katanas himself. He also has some fair leadership skills. Not to the level of Captain America, but he's coming along.
Weaknesses:
Leo is a strong fighter, but he's still pretty inexperienced when it comes to fighting with his brothers. He's also inexperienced in leading a team. He's got a lot of potential, but he also has a long way to go.
Personality:
Leo's sort of the straight laced brother of the four, he tries to act responsible and keep a good stance to act as a model ninja to his other brothers. Though, sometimes it tends to fail, due to his lack of experience and the fact his brothers don't really take him seriously. Regardless, Leo isn't the type to really give up on things. If all those space war shows taught him something, it was to never give up on ANYTHING.

Leo was a normal turtle bought at a pet store, along with his other brothers. But they were mutated with the man who owned them and they became mutant turtles while Yoshi became a mutant rat. Over the years they were trained in the arts of ninjitsu under Yoshi, who now goes under the name Splinter. Leo was one of Splinter's most dedicated pupils, on par with Raph.
When he turned 15, he and his brothers were allowed into the surface to act as vigilantes. However the turtles had also fought with strange aliens who captured humans and the used the same ooze that made them mutants. While they saved April from their clutches, they couldn't save her did. He promised to help find him in between protecting the city at night.
