(Note: I'm running Wally as a bit older to kind of give some breathing room between him and the younger and older heroes- and I'm slightly more comfortable playing with this age than one that everyone's expecting. I know it's not the 'Young Justice' one, but I'm going to try and make the best Flash that I can.)

At the present, Wally West is recently married to a reporter that had his eye (and her his) since his early days as a superhero, Linda Park-West. She does know about his secret identity now, but considering she's probably been kidnapped twice for her close association to the Flash anyhow and he saves her anyway, it's kind of hard for her not to.
Wally himself is the only child of two loving parents that live in a small town in Kansas across the river on the outskirts of Keystone City, Kansas.
Insofar as he has enemies, he's been somewhat fortunate enough that the Central City super villain crowd is somewhat subpar. Weather Wizard and Captain Boomerang are somewhat pedestrian gimmick villains. Star Sapphire and the Shade can be threatening, but when it comes to it, he doesn't have the threatening enemies that Batman or Superman may face.
Occupation:
Wally can't keep out of crimefighting in his day job, as he's a forensic scientist for the CCPD. And no, that doesn't mean he's one of those CSI idiots from the TV show. Wally specialized in chemical labwork for a while, but after the accident, he's been shifted to ballistics, which suits him just fine.
Abilities:
Wally West is the Flash, the Fastest Man Alive. He is connected to the SPEED FORCE, which is a semi-sentient source of power that grants its connected heroes certain powers:
Super Speed:
The most self-explanatory, the Speed Force grants its heroes speed that no being can match, even approaching and sometimes exceeding the speed of light, though that's stupidly risky to attempt. The Flash can easily break the sound barrier on the ground several times over. He can accelerate ANY part of his body quickly, to the point that he can punch something several times as if he was punching once. It allows him to simulate some level of super strength, but nothing approaching the level of Superman. This Super Speed also lets him run over water on the surface tension, he can use it to speed up and propel himself through the air, or he can impart that speed on a thrown projectile- one of his first takedowns was courtesy of a baseball he launched at an escape car, cratering the engine. He can use it to spin up tornadoes, as well.
Variable Friction:
The Flash of course has the ability to keep friction around his body variable, so as he doesn't light himself on fire as he runs just due to the speed he can run at. But he can keep traction on his feet so he can still plant rather than slipping all over the place. It gives him immunity from great heat at speed.
Super-enhanced Body:
Not that he's super strong, but the Flash can't tear himself apart by stopping or turning or slowing down suddenly. Normally that would send people into a spin or kill them from the G-force, but he can manage it by second nature.
Super-endurance:
While Wally does have to eat a LOT, it's not nearly as much as one would think. The Speed Force covers a lot of the energy costs of running that fast, and he can run for a good long distance, even going so far as to be able to circle the world a couple times before getting a bit winded. He does not black out from the G-Forces.
Molecular Vibration:
Given concentration, Wally can vibrate molecules in any particular part of his body. This lets him phase through objects in some instances, but usually the objects behind him in that case tend to, well, explode, much to his dismay, due to the destabilization. He's scared to death of this ability and only uses the phase-through function when in serious danger and no one's around.
Tactile Power Spread:
Pretty simply, if Wally's carrying a person or object, they also are afforded the same protections he is.
Weaknesses:
Wally can be kind of a flake, even if he's actually rather smart. He DOES have one person that knows his secret identity because he wasn't going to cut his wife out and make her think he was having affairs. He still flirts if only to keep up the charade of being single, and that might strain the relationship a bit. He has a RIDICULOUSLY fast metabolism even if the Speed Force supplies most of it, and he spends a lot of their combined income on food- the Flash will often be given free food on arrival at restaurants, so it's not like he doesn't take advantage of that. However, that bothers him internally. He's constantly worried about how fast he's going or his vibration powers, so while he may sound like he's got a lot of bravado, internally he's somewhat unsure. He sometimes can be a bit too trusting. He's not actually super-strong or invulnerable and if you can slow him down he's a reasonably above-average specimen of human being, but nothing more.
Personality:
Wally West probably has one of the more outgoing personalities of any hero, almost to a fault. He'll willingly sign autographs, chat up reporters, flirt with the ladies, take pictures with kids, and he damn well enjoys it all. He can be sarcastic and flippant, but it belies the fact that he's actually rather smart under it all- he just acts the fool. If a hero doesn't take himself too seriously, he figures that it might cheer people up. He's naturally inquisitive and cares deeply about his friends and family (his self-described worst day ever was when his grandfather died, and it's not even close.) But he's actually a very dependable friend and trustworthy to the core.

FIGHTING CRIME ! No, seriously, he lives for it night and day. He loves his new wife, and does eventually want to have kids. He loves dogs and cats and all animals minus scorpions and snakes. He loves children, and hot women, of course- luckily he's got one in his wife. He's always up to doing things for charity. One of his secret loves is his 'things I can outrun' collection. He is also a big foodie and will try almost anything once and in great quantities.
Dislikes:
He definitely dislikes evil, that goes without saying. He also pathologically hates walls- his dream house is a floating roof with a force field he can activate when sleeping or whatnot. He's scared to death of some of the powers that he holds, and is always scared of collateral damage in any fight he's in. He doesn't like public transportation as it's too slow. Come to think of it, he hates going slow period.

He was the only child of a policeman father and a seamstress mother, mostly because his mom had complications in having him and the doctors advised her against bearing any more children. He grew up a rather normal kid, though he was terrible at language arts and amazing at science. He had to struggle to keep those grades up- luckily because science came so naturally he could devote more time to the blasted books. Surprisingly he ended up in Keystone City University, which has one of the most notable Chemical Engineering degrees in the US, and he graduated summa cum laude with a degree in that and Criminal Justice. It didn't take him long to get hired in the CCPD as an intern, and he moved up the ladder relatively fast.
The incident that gave him powers was actually complete bullshit in his opinion. He was standing in his lab by a lot of chemicals when a skylight was broken by hail in a storm. Then, despite everything, the lightning struck his table and exploded everything on top of him and infusing him with that AND the electricity, which somehow managed to connect him to the Speed Force. From that point, he used it to fight crime as the Flash, the Fastest Man Alive.
Currently the Flash has endorsement deals with a couple sodas and an energy bar and drink. He met his wife shortly after he started fighting crime, and Linda's been by his side for years- he was married after dating her for two years, and they've been married for six months now.
